Guvernul a adoptat această săptămână proiectul ordonanței de urgență care modifică și completează Codul fiscal, cu măsuri fiscal-bugetare pentru 2026. Ministrul Finanțelor, Alexandru Nazare, a detaliat principalele prevederi ce intră în vigoare de la 1 ianuarie 2026, care vizează reducerea cheltuielilor, stimularea investițiilor și sprijinul persoanelor vulnerabile, potrivit sursei oficiale %source%.

👉 Măsuri de reducere a cheltuielilor și susținerea investițiilor

În prima parte a ordonanței se regăsesc dispoziții privind reducerea cheltuielilor bugetare, printre care scăderea subvențiilor pentru partidele politice și fondurile pentru minorități, precum și amânarea aplicării unor măsuri ce ar fi crescut cheltuielile sociale. De asemenea, se ajustează mecanismele de indexare pentru sustenabilitatea bugetară și se impun reguli mai stricte privind controlul cheltuielilor și responsabilitatea financiară în întreprinderile publice.

Pentru relansarea economică, ordonanța reduce impozitul pe cifra de afaceri de la 1% la 0,5% în 2026, cu eliminarea acestuia din 2027, înlocuindu-l cu impozitul pe afiliați și pe cheltuieli sensibile ale companiilor. Această măsură urmărește stimularea investițiilor și combaterea externalizării profiturilor. Totodată, se introduce o cotă unică de 1% pentru microîntreprinderi cu venituri sub 100.000 de euro, în locul celor două cote diferențiate, simplificând astfel fiscalitatea pentru micii antreprenori.

👉 Sprijin pentru persoanele vulnerabile și autoritățile locale

Ordonanța prevede prelungirea în 2026 a facilităților pentru consumatorii vulnerabili și continuarea programului „Masă sănătoasă” până la aprobarea bugetului din același an. Aceste măsuri urmăresc asigurarea unor servicii sociale și alimentare esențiale pentru categoriile defavorizate.

Pentru autoritățile publice locale, ordonanța alocă aproape 500 milioane de lei din Trezorerie pentru cofinanțarea proiectelor din Planul Național de Redresare și Reziliență (PNRR) până la 30 iunie 2026. De asemenea, unitățile administrativ-teritoriale pot beneficia de până la 200 milioane lei pentru acoperirea costurilor de producție și furnizare a agentului termic, inclusiv plata restanțelor și pierderilor, până la 31 martie 2026.
